There's actually 3 bundles of 360 sold by Microsoft:
Arcade: Comes with 256MB memory card, disc of Xbox Live Arcade games and demos, 1 wireless controller, NO HARD DRIVE.
Premium: Comes with 20GB memory card, 1 controller, 2 Xbox games (Forza, Marvel Alliance). Also includes component video cable.
Elite: (seems to be out of stock right now) Comes with 120GB hard drive, 1 controller, 2 Xbox games (same as Premium). Also includes 1 component video cable, and HDMI cable.
The biggest difference between them is the hard drive. However, even the Arcade model can any 360 game and go online like the Premium or Elite. That said, I would try to get the Premium if possible. The price difference is much less than if you were to buy the 20GB hard drive and component video cable separately. Whether you need the larger drive of the Elite will depend solely on whether you see yourself downloading a lot of games or movies from the market place. You can buy the 120GB hard drive separately, and it is possible to transfer your data from drive to drive, so that's always an option. In addition, if you want to be able to download additional content for games - such as extra songs for Guitar Hero, or maps for COD4 - you will need the hard drive.
As for the video cable, that will depend on your TV. If you have a HDTV, you will definitely want to use the 360's Component Cable Kit, or a HDMI cable. The standard AV cable and the S-Video cable do not support HD resolutions. This is another reason why the Premium is a better buy over all than the Arcade model.
As for me, I received a 360 Arcade for Christmas, and bought a used 20GB hard drive from Gamestop for $50. Since my TV has a HDMI port, I didn't need the component cable that would have come with the Premium model anyways. The disc of arcade games is nice, although I wish you could copy the games to the hard drive instead of having to stick the disc in all the time. My wife likes Uno and Feeding Frenzy.

the big difference is the hard drive(the hard drive is neccesary if you want to play xbox live/and download stuff from the xbox live marketplace..the arcade doesn't have one(though u can buy one). You might as well just buy the standard because you'll get every accesory/etc that the arcade gives(+ the hard drive)..but the only thing you don't get is the 5 free arcade games(not a big loss).
